Искусственный интеллект сегодня возвращает менеджменту вопрос столетней давности в новой форме: человек в организации — это измеримая функция или незаменимый талант?
Пленарный доклад реконструирует две конкурирующие логики управления человеческим капиталом — цифровой тейлоризм (алгоритмический контроль, стандартизация, измеримость, свойственная внедрению ИИ) и цифровой талантизм (автономия, персонализация развития, умножение уникальных способностей) — и проверяет их на стыке собственного масштабного исследования сотрудников российских компаний в сравнении с актуальными международными данными о внедрении ИИ и трансформации компетенций.
Доклад демонстрирует, что реальное «возрождение тейлоризма» происходит в фрагментарной форме и порождает новые управленческие риски, тогда как запрос сотрудников и компаний на цифровой талантизм уже опережает готовность компаний. В докладе предлагается анализ цифровизации как синтеза двух подходов и поиска ответов на вопрос, какая модель управления человеком победит в эпоху алгоритмов — и по каким критериям бизнес и общество будут оценивать эту победу.
«From Experiment to Institutionalisation: The Governance Evolution of Public Green Electricity Procurement — A Longitudinal Case Study of Beijing's Volume-Based Centralised Procurement»

Public institutions represent the largest single category of electricity consumers in most economies, yet their potential to drive energy transition through demand-side green electricity procurement has long been constrained by four interrelated structural barriers: governance fragmentation, demand fragmentation, fiscal time-horizon mismatch, and environmental-credibility deficit. This study conducts a longitudinal case analysis of Beijing's volume-based centralised green electricity procurement programme, tracing its evolution from a three-month pilot in 2025 to a three-year institutionalised framework in 2026. The 2025 pilot was characterised by an ultra-low price weight (10 per cent), a high service-assurance weight (70 per cent), and an exceptionally short contract duration (three months). Rather than maximising immediate price discounts, this design served experimental risk governance—enabling 196 public institutions with limited electricity-market experience to complete their first market-based green electricity transactions under controlled risk conditions. The 2026 institutionalisation marked a decisive transition: participation expanded from 196 to 242 public institutions, the contractual horizon extended from three months to three years, procurement lots increased from five to ten, and the number of participating suppliers grew by 60 per cent to 166 nationwide. The transaction price decreased by 1.12 percentage points, achieving a funds saving rate of over 8 per cent, while a 'floating price with cap' mechanism was introduced to manage long-term price volatility risk. This study advances the concept of steady transition to characterise a governance pathway through which market-oriented reforms are progressively unlocked under energy-security constraints through incremental institutional experimentation. The 2025 pilot's conservative design was a rational response to implementation uncertainty; the 2026 institutionalisation was a natural extension of successfully validated experience; and the 'price safe harbour'—a regulatory corridor of benchmark price ±20 per cent—persisted throughout both phases, reflecting the institutional logic of transition-secure pricing. The paper makes three theoretical contributions: it extends framework-agreement theory to the energy sector by revealing the evolutionary mechanism from 'experimental framework agreement' to 'institutionalised framework agreement'; it develops the concept of 'steady transition' as an intermediate pathway between radical reform and conservative stasis; and it provides empirical evidence of 'layering' as a mode of gradual institutional change, in which new institutional elements are superimposed upon rather than substituted for existing ones. The Beijing experience demonstrates that the effectiveness of public procurement as an energy-transition governance instrument unfolds through a gradual 'experiment—learning—institutionalisation' pathway, offering a replicable governance template for jurisdictions facing similar institutional constraints.

«Эффект переноса валютного курса рубля в современных условиях»

В работе оценивается эффект переноса валютного курса в потребительские цены в России в 2020–2025 гг. Мы применяем байесовскую векторную авторегрессионную модель с изменяющимися во времени параметрами и стохастической волатильностью (TVP-BVAR-SV). Полученные результаты подтверждают, что в рассматриваемый период перенос валютного курса в цены оставался положительным и статистически значимым. Средняя оценка годового эффекта переноса составляет 0.13, то есть в ответ на 10-процентное ослабление рубля общий уровень цен увеличивается примерно на 1.3%. Основная часть реакции цен реализуется в первые полгода после изменения курса. Проведенный анализ величины эффекта переноса указывает на его временное увеличение в 2020–2021 гг. и последующее постепенное снижение после 2022 года. Снижение эффекта переноса валютного курса может быть обусловлено структурными изменениями в российской экономике и последовательной реализацией Банком России режима таргетирования инфляции.

The global business environment is undergoing a profound transformation driven by geopolitical tensions, technological rivalry, the reconfiguration of value chains, and shifting sustainability expectations. These developments are challenging established assumptions about globalization and creating new risks and opportunities. However, the defining shift is moving from an era of efficiency-driven globalization to one defined by structural volatility, in which resilience and regionalization become competitive imperatives. Against this backdrop, the keynote will discuss how companies can move beyond reactive crisis management to embed strategic foresight into core decision-making, including the growing role of AI in risk assessment and supply chain intelligence. Particular attention will be paid to the evolving Sino-Russian economic dialogue, which is moving beyond bilateral trade into deeper industrial and technological cooperation across Eurasia. By examining this relationship, the talk will illuminate new patterns of cross-border cooperation, institutional adaptation, and the strategic logic of building regional hubs in an increasingly fragmented global economy.
